Controlled test workflow

After step 1, complete the Work Authorization below, pay the deposit, then start work. The Start action now waits for the asynchronous payment ledger instead of racing the worker. After step 4, complete the Completion of Service. Leave the final invoice unpaid to test A/R reminders.

This changes only local test data. The scheduler normally sends the email and consented SMS within 10 seconds.
